Federal report supports reducing scope of practice barriers

The Trump administration released a report calling on states to reduce barriers that may be contained in scope of practice rules, specifically citing restrictions on APRN practice. The report on increasing competition in the health care system was produced by the Departments of Health and Human Services (HHS), Treasury and Labor in response to a presidential executive order from 2017. The report cites federal and state policies that inhibit choice and competition in the health care market and makes recommendations for change. The report cites scope of practice limitations on APRNs and recommends states should consider changes to their scope-of-practice statutes to allow all health care providers to practice to the top of their license, utilizing their full skill set. The report also recommends improvements in workforce mobility and telehealth. (HHS report, 12/3/18)
